Types of Hair Perm
Salon Perms
Salon perms will always do a better job and are a lot safer .Also professional hairdressers can offer a number of different types of perm that are not available for home use.
Acid perms
Produce highly conditioned, flexible curls. They are ideally suited to hair that is fine, sensitive, fragile, damaged, or tinted, as they have a mildly acidic action that minimizes the risk of hair damage.
Alkaline perms
Alkaline perms give strong, firm curl results on normal and resistant hair.
Exothermic perms
Exothermic perms give bouncy, resilient curls. "Exothermic" refers to the gentle heat that is produced by the chemical reaction that occurs when the lotion is mixed. The heat allows the lotion to penetrate the hair cuticle, conditioning and strengthening the hair from inside as the lotion moulds the hair into its new shape.

Yes it can be, I've had several perms with coloured hair, but you'd be better off getting it coloured AFTER you get your perm. I have dark brown hair (dyed) and medium brown naturally, and the last perm I got left my hair the colour of a weak cup of tea, draining from a rich chocolate hue.
As for the highlights, they may not look as nice with the perm, since there's a different technique for putting in highlights in curly hair versus straight.
If you get the perm and find you want highlights in different places, braid your hair in 3" braided sections all over your head and rub the highlighting bleach on the braid. The results are AMAZING!
