It takes a while to get hair like that. Personally this is what i do (it doesn't look as shiny and perfect though but hey you can't have it all) I let it dry naturally as my hair is already kind of curly-ish then when it's dry i use my curling iron. I grab bits of hair and hold the curling iron still while wrapping the hair around it. (don't start at the top of your head though otherwise it will be super boofy.) I leave the hair around the curling iron for about a minute and a half before letting it fall down. Do that over your whole head until all your hair is curly. If it's too curly for your liking leave it for about 15-30 minutes before spraying it with hairspray. Ta da. :)
